All new or replacement sidewalks shall meet the following standards:

(1) “One-course construction” shall be used.

(2) “Portland cement” shall be used.

(3) New sidewalks cannot be poured over old sidewalks.

(4) Existing sidewalks must be torn out to ground level.

(5) New and replacement sidewalks must be poured four inches thick with 3,500-pound concrete.

(6) Minimum sidewalk width shall be four feet.

(7) Sidewalks shall slope toward the street at a grade of one-fourth inch per foot.

(8) Sidewalks shall be sectioned in lengths not to exceed six feet.

(9) No sidewalk shall be repaired, replaced or reconstructed so as to change the location of the sidewalk unless such change is approved by motion or resolution of the city council.

(10) At driveway crossings any such sidewalk shall be no less than six inches thick.

(11) The property owner shall install a minimum of one-half inch bituminous expansion material where the sidewalk meets the curb or other fixed object.

(12) All sidewalks shall be flush with the water curb stop.

(13) All sidewalks shall be finished with a “broom” or “wood float” finish.

(14) Sidewalks abutting on existing sidewalks shall be constructed, replaced or reconstructed so as to meet the grade of the abutting sidewalk and all standards set out in IGCC 12.10.010 through 12.10.080 . The city clerk, in issuing a permit, may, but shall not be required to, modify these standards or grade requirements to the minimum extent necessary to meet the grade of the abutting sidewalk.
