The property owner before sidewalk construction or reconstruction shall submit a drawing and plans to the city clerk’s office for approval and issuance of a sidewalk construction permit. All sidewalk improvements shall be performed under the supervision and inspection of the city.

No person shall make any sidewalk improvements, whether ordered by the city council or not, unless the person doing the work agrees to hold the city free from all liability for damages. [Ord. 409 § 1, 1989; Code 1975 § 8-2.06.]
