(1) Length. Except in unusual circumstances, the maximum length of blocks shall be 1,320 feet.

(2) Pedestrian Ways. Pedestrian crosswalks, or easements, not less than 10 feet wide, shall be required where lengths of blocks are more than 700 feet and/or where deemed essential to provide circulation or access to schools, playgrounds, shopping centers, and other community facilities.
