(1) Utilities. Easements across lots or centered on rear or side lot lines shall be provided for utilities, where necessary, and shall have a total width of at least 20 feet.

(2) Watercourse. Where a subdivision is traversed by a watercourse, drainage way, channel, or stream, there shall be provided a stormwater easement or drainage right-of-way conforming substantially with the lines of such watercourse, and of such width as will be adequate for both the purpose and maintenance operations.
