The minimum required design standards for streets and alleys are as follows:

(1) Comply with Comprehensive Plan. The arrangement, character, extent, width, grade and location of all streets shall conform to the Ida Grove comprehensive plan and shall be considered in their relation to existing and planned streets, to topographical condition, to public convenience and safety; and in their appropriate relation to the proposed uses of the land to be served by such street.

(2) Width and Grade. Street right-of-way widths and pavement widths shall not be less than the minimum dimensions. Street grades shall not exceed the maximum grades for each classification as follows:

No street grade shall be less than one-half percent.

(3) Minor Street Layout. Minor streets shall be so laid out that their use by through traffic will be discouraged.

(4) Frontage Roads. Where a proposed subdivision is adjacent to or contains an existing or proposed major or controlled access highway or street, provision shall be made for a marginal access street (frontage road) approximately parallel and adjacent to the highway, or lots shall back up to the major highway or street and have access only to the minor street.

(5) Access Control. Reserve strips controlling access to streets shall be prohibited unless their control is definitely placed in the city under conditions approved by the plan commission.

(6) Street Offsets. Street jogs with centerline offsets of less than 125 feet shall be prohibited.

(7) Tangents. A tangent at least 100 feet long shall be introduced between reverse curves on major streets.

(8) Minimum Radius. For major streets the minimum radius of curvature shall be 300 feet on the centerline and for minor streets, 60 feet.

(9) Intersections. Streets shall be laid out so as to intersect as nearly as possible at right angles and no street shall intersect any other street at less than 60 degrees.

(10) Half Streets. Half streets shall be prohibited except where essential to the reasonable development of the subdivision in conformity with the other requirements of these regulations or where it is found to be practicable to require the dedication of the other half when adjoining property is subdivided. Wherever a half street is adjacent to a tract to be subdivided, the other half of the street shall be platted within such tract.

(11) Dead Ends. Dead-end streets shall not be longer than 600 feet and shall be provided at the closed end with a turnaround having an outside pavement diameter of at least 80 feet, and a street property line diameter of at least 100 feet.

(12) Street Names. No street names shall be used which will duplicate or be confused with the names of existing streets. Street names shall be subject to the approval of the plan commission.

(13) Alleys. Alleys shall be provided in commercial and industrial districts except where other definite and assured provision is made for service access. Except where justified by special condition, alleys will not be approved in residential areas. [Code 1975 § 6-6.0202.]
