It is unlawful for any person or persons to operate a vehicle, including, but not limited to, automobiles, trucks, vans, motorcycles, motorized three-wheel vehicles, mopeds and motorized bicycles and any other self-propelled motorized vehicles upon the area of the flood control project located within the city limits with the following exceptions:

(1) Vehicles may be operated by city employees and officials for ingress and egress to city property and for maintenance and supervision of the flood control project area.

(2) Snowmobiles may be operated upon the flood control area.

(3) Implements of husbandry may be operated upon the flood control project when ingress and egress is necessary for farm use and purposes.

(4) Golf carts and machinery owned or operated by the Ida Grove golf and country club or its agents (such as mowers) may be operated on the portion of the flood control project immediately adjacent to the golf course; provided, that golf carts are operated by persons playing golf or in conjunction with Ida Grove golf and country club activities. Golf carts may be operated on the banks and bottom areas of the flood control project only as necessary to retrieve golf balls and hit golf shots. No racing, spinning tires or other actions that damage a portion of the floodplain project are allowed. Operation of such golf carts is subject to regulation and approval by the Ida Grove golf and country club. This subsection does not allow anyone to operate a golf cart on such property unless also allowed by the Ida Grove golf and country club.
