The tree board shall have the following duties:

(1) The tree board shall study, investigate, develop, update annually and administer a written plan for carrying out the purposes of this chapter.

(2) The tree board may draft and recommend to the city council amendments to the zoning ordinance, subdivision ordinance, tree ordinance and other chapters of this code.

(3) The tree board may draft and recommend to the city council standards to be followed when planting trees on publicly owned property in the city of Ida Grove. Those standards may include, but shall not be limited to, standards governing allowed species of trees, spacing of trees, location of trees relative to sidewalks, corners, fire hydrants and curbs, and the planting of trees on city property.

(4) The tree board may draft and recommend to the city council or the city clerk changes to staff procedures, so as to make them consistent with the intent of this chapter. Such procedures may include, but are not limited to, tree trimming, excavation and construction procedures of the city.

(5) The tree board may develop and recommend to the city council or the city clerk ordinances or procedures intended to limit damage done to street trees or park trees by private utility companies during the course of their operations from such activities as the trimming of trees, excavation near trees and construction near trees.
