The board shall have and exercise the following powers and duties:

(1) Officers. To meet and elect from its members a president, a secretary, and such other officers as it deems necessary. The city clerk shall serve as board treasurer, but shall not be a member of the board.

(2) Physical Plant. To have charge, control, and supervision of the recreation center, swimming pool, and ballfield complex and such other facilities and programs designated by the city council.

(3) Charge of Affairs. To direct and control all affairs of the city’s recreation and leisure time activities. Work shall be coordinated with the city clerk, to reduce duplication efforts. To meet this objective, some tasks, such as mowing, snow removal, and caring for the ballfield complex, may be delegated to other city departments.

(4) Hiring of Personnel. To employ a director and authorize the director to employ such assistants and employees as may be necessary for the proper management of the physical plant and affairs, and fix their compensation; provided, however, that prior to such employment, the compensation of the director, assistants, and employees shall have been fixed and approved by a majority of the members of the board voting in favor thereof, and any changes in compensation shall be approved by a majority of the members of the board.

(5) Removal of Personnel. To remove the director by a two-thirds vote of the board, and provide procedures for the removal of assistants or employees.

(6) Expenditures. To select, or authorize the director to expend funds for, furniture, fixtures, equipment, supplies, salaries, and other expenses, within the board’s annual budget. Except for gifts designated to specific purposes, all board funds will be deposited in the city’s account. All checks will be written by the city clerk’s office. The director shall follow the city’s purchasing policy as established by resolution.

(7) Rules and Regulations. To make, adopt, amend, modify or repeal any fees, charges, rules and regulations, not inconsistent with code and the law, for the care, use, government and management of the programs and facilities under its care and the business of the board, fixing and enforcing penalties for violations. This shall include the power to establish and enforce membership and admission criteria.

(8) Grants and Gifts. To accept grants and gifts of real property, personal property, or mixed property, and devises and bequests, including trust funds; to take the title to said property in the name of the board; execute bills of sale for the conveyance of said personal property; and to expend the funds received by them from such grants and gifts, consistent with any requirements or conditions of such grants or gifts.

(9) Proceedings – Record. To keep a record of its proceedings. All meetings of the board shall be subject to the Iowa Open Meetings Law, Iowa Code Chapter 21, and any changes to that law. [Ord. 596, 2020; Ord. 488 § 1, 2003; Code 1975 § 5-1.05.]
