The city hereby grants the right, privilege, and authority to grantee to lease, rent or in any other legal manner obtain the use of poles with overhead lines, conduits, trenches, ducts, lines, cables and other equipment and facilities from any and all holders of public licenses and franchises within the corporate limits of the city and to use such poles, conduits, trenches, ducts, lines and cables in the course of its business.
