The provisions of this title shall be held to be the minimum requirements for the promotion of public safety, health, or general welfare.

Nothing contained in any provision of this title shall be construed to be a consent or permit to use any parcel of land or building, to locate any use, or to construct any building.

Wherever these regulations require or impose higher standards upon the use of land or building than any other law, ordinance, resolution or regulation, the provisions contained in this title shall govern. [Code 1975 § 6-5.0106.]
