(1) Sewer user charge bills not paid when due shall be considered delinquent. A one-time late payment of 10 percent of the amount shall be added to each delinquent bill. Sewer user charge bills remaining unpaid and delinquent for a period of 60 days or more shall constitute a lien upon the premises served and shall be certified by the city clerk to the county auditor for collection in the same manner as property taxes.

(2) Service may be discontinued as provided in IGCC 13.05.280 and each and every provision contained in IGCC 13.05.280 shall apply to sewer bills and service including the provision for liens for nonpayment and the provisions regarding landlord and tenant responsibility.

(3) Civil Action. The city may elect to file an action in the District Court of Iowa in and for Ida County (Magistrate Division) to collect delinquent fees charged under this section.
