That portion of the total user charge collected which is designated for operation, maintenance and replacement purposes shall be deposited in a separate lapsing fund. Revenue deposited in said fund is to be used only for the purpose of defraying the operation, maintenance, and replacement costs of the sewage works. Funds which may be transferred from other revenue sources to meet temporary shortages in the operation, maintenance and replacement fund shall be refunded to their respective accounts upon appropriate adjustment of the user charge for operation, maintenance and replacement.
