Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:

“BOD” (denoting biochemical oxygen demand) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees centigrade, expressed in milligrams per liter.

“Industrial wastes” means the liquid wastes from industrial manufacturing processes, trade, or businesses, as distinct from sanitary sewage.

“Operation and maintenance” means all expenditures during the service life of the sewage works for materials, labor, utilities, and other items which are necessary for managing and maintaining the sewage works to achieve capacity and performance for which such works are designed and constructed.

“Person” means any individual, firm, company, partnership, association, society, corporation or group.

“Public sewer” means a sewer in which all owners of abutting properties have equal rights, and which is controlled by public authority.

“Replacement” means expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the service life of the sewage works to maintain the capacity and performance for which such works were designed and constructed. The term “operation and maintenance” includes replacement.

“Residential customer” means any sewer customer whose lot, parcel or real estate, buildings or portion thereof is used for residential purposes only.

“Sanitary sewage” means the liquid wastes containing human excrement, including domestic sewage with storm and surface water excluded; sewage discharged from sanitary conveniences of dwellings, office buildings, industries or institutions and/or the water supply of the community after it has been used and discharged into the sanitary sewer.

“Sanitary sewer” means a sewer which carries sewage and to which storm, surface and groundwaters are not intentionally admitted.

“Sewage” means a combination of the water-carried wastes from residences, business buildings, institutions, and industrial establishments, together with such ground, surface and stormwater as may be present.

“Sewage treatment plant” means any arrangement of devices and structures used for treating sewage.

“Sewage works” and “sewer system” means all facilities for collecting, pumping, treating and disposing of sewage.

“Sewer” means a pipe or conduit for carrying sewage.

“Sewer customer” means any person who owns or occupies any lot, parcel of real estate, building or portion thereof where sewage is produced which is discharged into the sewage works. Any such person is considered one sewer customer for each lot, parcel of real estate, building or portion thereof so owned or occupied.

“Sewer user charge” means those rates, charges, fees, rentals or moneys which the city of Ida Grove establishes as due and collectible from persons for use of the city’s sewage works.

“Shall” is mandatory; “may” is permissive.

“Superintendent” means the superintendent of sewage works and/or of water pollution control of the city of Ida Grove, or his authorized deputy, agent or representative.

“Suspended solids” means solids that either float on the surface of, or are in suspension in water, sewage or other liquids and which are removable by laboratory filtering.

“Water meter” means a water volume measuring and recording device, furnished and/or installed by the city of Ida Grove or furnished and/or installed by a person and approved by the city of Ida Grove. [Ord. 467 § 2, 1998; Ord. 374 § 2, 1982; Code 1975 § 3-3.0502.]
