It is determined and declared to be necessary and conducive to the protection of the public health, safety, welfare, and convenience of the city to collect charges, rates or user fees from all persons owning or to levy upon the same all lots, parcels or real estate or buildings that are connected directly or indirectly with the public sewer system by or through any part of such sewage system of the city or that in any way uses such public sewer; the proceeds of such charges or fees so derived to be used for the purpose of operating, maintaining, repairing and retiring the debt for such public sewer system.
