All accounts for city utilities including water, sewer and garbage shall be one combined city utility account for that consumer and nonpayment of any of the city utility services shall entitle the city to shut off and/or discontinue any or all of the utility services, after notice and an opportunity for hearing as provided in this code.

If a consumer’s check is dishonored (returned unpaid or no account) by the bank upon which it is drawn, the consumer shall receive a notice informing said consumer that his or her check has been dishonored by the bank upon which it was drawn and that a service charge is assessed for handling it in a stated amount to be equal to the maximum allowed by state law (currently $30.00 per check) or as amended from time to time in the Iowa Code. The service charge shall be added to the combined water, sewer and garbage account and enforced and collected in the manner provided under this chapter.
