If the abutting property owner fails to trim trees, shrubbery, bushes or other vegetation, as required in this chapter, fails to remove any tree when so ordered by the superintendent or the superintendent’s designee, or plants any tree, shrubbery, bushes or other vegetation, in violation of this chapter, the city may serve notice on the abutting property owner requiring the property owner to do so within five days. If the property owner fails to take the required action within that time, the city may perform the required action and assess the costs against the abutting property for collection in the same manner as a property tax.
