The owner or agent of the abutting property shall keep the trees on or overhanging the street trimmed so that all branches will be at least 15 feet above the surface of the street traveled by vehicular traffic and eight feet above the sidewalks. Any person or persons owning or occupying real property bordering on any street upon which property there are trees shall prune such trees in a manner that they will not obstruct or shade the street lights, obstruct the passage of pedestrians on sidewalks, obstruct vision of traffic signs or obstruct the view of any street or alley intersection.
