Every vehicle shall be required to stop before traversing the railroad crossings on Moorehead Avenue and Washington Street whenever red flashing lights are operating on stop signs at the railroad crossings whether these red flashing lights are being operated by the city or railroad personnel. Vehicles shall remain stopped before traversing the crossing until the red flashing lights cease to operate.
