It is unlawful for the owners of each lot and parcel of ground within the corporate limits of the city to fail, refuse or neglect to cut or destroy all weeds, vines, brush or other growth and debris which constitute a health, safety or fire hazard on said lots, parcels of ground or on fronting or abutting streets and alleys.
