On the effective date of this chapter, the council shall commence such educational and conciliatory activities as in the council’s judgment will further the purposes of this chapter. These may include, but shall not be limited to, conferences of persons in the housing industry and other interested persons to acquaint them with the provisions of this chapter and suggested means of implementing them, and shall endeavor with their advice to work out programs of voluntary compliance and of enforcement. The council shall consult with local individuals and groups to learn the extent, if any, to which housing discrimination exists within the community, and whether and how private enforcement programs might be utilized to combat such discrimination in conjunction with or in place of the council’s enforcement of this chapter. The council shall issue reports to the citizens on such conferences and consultations as it deems appropriate. [Code 1975 § 7-5.08.]
