The owner or lienholder shall pay $12.00 per day for each day the vehicle is impounded and held in an outdoor facility and $20.00 per day for each day the vehicle is held in an indoor facility plus towing charges of $75.00 to the city, or if towed and/or impounded by a privately owned facility, the same charges for towing and impounding that the city would charge or if the towing and impounding fees charged to the city by the privately owned facility is greater than said greater charge.
