Whenever the mayor deems it expedient, or whenever instructed to do so by the council, he shall issue his proclamation requiring all persons owning dogs or cats to confine the same from running at large for a specified time stated, not exceeding 180 days, and it shall be the duty of every person, upon publication of such proclamation, to confine any dog or cat which he owns by good and sufficient means.
