The recreation and community activities board (the board) shall manage and operate city recreation and community activities, including the recreation and community center, the city swimming pool, the ballfield complex, and such other activities assigned by the city council or undertaken by the board. The board shall have substantial authority to operate both on a day-to-day basis and long-term, within the authority of the ordinance codified in this chapter and directives of the council.
