All purchases of supplies, materials or equipment for the department shall be made by the city purchasing officer. The department shall make all requests for such purchases to the purchasing officer and may submit recommendations therefor. No member of the department is authorized to make any purchases or contract any indebtedness in the name of the department. [Code 1975 § 2.2-1.16.]
