The duties of the city clerk shall be as follows:

(1) Recommendations. The city clerk shall recommend to the council such measures as the clerk may deem necessary or expedient for the good government and welfare of the city.

(2) Administrative Authority. The city clerk shall have the general supervision and direction of the administration of the city government and may appoint with approval of the council such administrative assistants as shall be deemed advisable.

(3) Supervision of Employees. The city clerk shall supervise and direct the conduct of all officers and employees of the city whom the clerk has power to appoint.

(4) Purchasing Officer. The city clerk shall supervise the performance of all contracts for work to be done for the city. The clerk shall be the purchasing officer of the city and make all purchases of materials and supplies in accordance with the official purchasing policy adopted in resolution form by the council, and see that such materials and supplies are received and are of the quality and character called for by the contract or specifications.

(5) Hiring Authority Subject to the Approval of the City Council. The city clerk shall have the power to employ, reclassify or discharge all employees of the city in accordance with the established work rules of the city adopted by the city council, and fix the compensation to be paid such employees. In exercising the powers granted in this subsection, the clerk shall be subject to the provisions of the Veterans Preference Law.

(6) Appointment of Officers. The city clerk shall have power to appoint or employ persons to fill all places for which no other mode of appointment is provided, subject to the approval of the council and shall have power to administer oaths of office.

(7) Public Facilities. The city clerk shall supervise and manage all public improvements, works and undertakings of the city and all public buildings and shall have charge of their construction, improvement, repair and maintenance. Nothing herein shall be construed so as to prevent cooperation between the city clerk and any commission, board, trustees or other body.

(8) Public Improvements. The city clerk shall have charge of the making and preservation of all surveys, maps, plans, drawings, specifications, and estimates for public works or public improvements; the cleaning, sprinkling, and lighting of streets and alleys and public places; the collection and disposal of waste and the preservation of tools, equipment, vehicles and appliances belonging to the corporation.

(9) Management of Facilities. The city clerk shall manage all municipal parks, airports, and cemeteries and all municipal water, lighting, heating or power plants and transportation enterprises, except those operated under a board of trustees or other board or commission at the time that the council-manager form is adopted or placed there by a subsequent election. If a board or commission is abolished or ceases to exist, management theretofore exercised by such a board or commission shall thereupon vest in the city clerk.

(10) Investigative Authority. The city clerk or any person appointed by him for this purpose may, without notice, summarily cause the affairs of any department or the conduct of any officer under his supervision or of any employee to be investigated.

(11) Licenses and Permits. The city clerk shall provide for the issuance, suspension and revocation of such licenses and permits as are authorized by law or ordinance, cause a record thereof to be kept, and collect and deposit with the city treasurer all fees for licenses and permits.

(12) Fiscal Advice. The city clerk shall keep the council fully advised of the financial and other conditions of the city and of its future needs.

(13) Annual Budget. The city clerk shall prepare and submit to the council an annual budget in the manner provided by law or ordinance.

(14) Business Affairs. The city clerk shall, at all times, see that the business affairs of the municipal corporation of which he is manager are transacted by modern and scientific methods and in an efficient and businesslike manner, and that records of all of the business affairs of the city under his management are fully and accurately kept.

(15) Monthly Reports. The city clerk shall make to the council an itemized monthly report in writing showing the receipts and disbursements for the preceding month; and such report shall be made by the clerk no later than the first council meeting of each month. Copies of said reports shall be kept available at the clerk’s office for public inspection.

(16) Other Duties. The city clerk shall perform such other and further duties as the council by ordinance shall direct. [Code 1975 § 1-4.0113.]
