A fence, partition wall and retaining walls are all considered constructions and as such require a city building permit. The required permit is attained by application in accordance with IGCC 2.60.060; public entities are exempt from cost of this permit. Additionally, the property lines must be known to the property to be fenced by means of found boundary markers, a written agreement with abutting property owner(s) or by a survey performed by a licensed surveyor.

It is recommended that if a fence is to be constructed on a property line, that a written agreement from all abutting property owner(s) be attained prior to construction detailing ownership, maintenance responsibility and any conditions of easement for maintenance to prevent boundary disputes and future possible trespass.
