There is hereby created the position of zoning administrator who shall administer and enforce the provisions of this chapter and shall have the following powers and duties in connection therewith.

(1) Permits. He/she shall review and issue all permits and certificates required by this chapter.

(2) Enforcement. If he/she shall find that any of the provisions of this chapter are being violated, he/she shall notify in writing the person responsible for such violations, indicating the nature of the violation and ordering the action necessary to correct it. He/she shall order discontinuance of illegal use of land, buildings, or structures; removal of illegal buildings or structures or additions, alterations or structural changes thereto; discontinuance of any illegal work being done; or shall take any other action authorized by this chapter and the city council to insure compliance with or to prevent violation of its provisions.

(3) Special Flood Management Provisions. In instances of a floodplain development permit located within the designated floodplain of Ida Grove, the zoning administrator shall perform the functions required in Chapter 17.40 IGCC.

(4) Delegation or Combination of Powers. The city council may by resolution delegate the powers and duties of the office of the zoning administrator to any city officer or employee of the city of Ida Grove, or may combine the powers and duties of this office with any other office or position.
