All buildings and structures erected and all uses of land in all districts established after August 6, 1979, shall provide accessory parking and loading facilities as required under this section; unless a building permit has been issued and construction is begun at least two months prior to August 6, 1979.

(1) Area Exempted. The provisions of this section shall not apply to the area generally known or described as the present “downtown” area; more particularly described as being the area bounded by Chicago Northwestern Railroad on the north, Burns Street on the east, Third Street on the south, and Quimby Street on the west.

(2) Location of Required Parking. All off-street parking spaces required by this regulation shall be located on the same zone lot of the use it serves. Parking areas shall be located at least 15 feet from principal use buildings.

(3) Joint Parking Areas. Owners of two or more uses or parcels of land may agree to jointly utilize the same parking spaces; provided, that satisfactory legal evidence is presented in the form of deeds, leases, or contract documents to establish such a joint area of use.

(4) Use of Required Yards. All yard area except the required front yard for residential uses may be used for off-street parking.

(5) Plan Filed. A plan, drawn to scale, indicating how the off-street parking and loading requirements are to be filled, shall accompany an application for a building certificate. The plan shall show all elements necessary to indicate that the requirements are being fulfilled.

(6) Off-Street Parking Requirements. At the time of construction, alteration, enlargement of a structure or building, or change in the use of the land, off-street parking spaces and loading areas shall be provided, constructed and maintained for all uses as follows:

Mobile trailer park

One space per trailer unit.

Hotel and motel

One space per dwelling unit.

Hospitals, nursing homes, rest homes, or similar uses

One space for every four patient beds.

Places of public assembly such as auditoriums, theatres, stadiums, community hall, etc.

One space for every six seats.

Bowling alley

Five spaces for each alley.

Retail sales and service uses such as stores, restaurants, taverns, banks, etc.

One space per 300 square feet of gross floor area.

Schools – Elementary and junior high

One space per classroom or one space for every six seats in the auditorium, whichever is greater.

High school and college

One space per 10 students or one space for every six seats in the largest facility for public assembly, whichever is greater.

Manufacturing, wholesale warehouse, and similar uses

One space for every three employees on the largest working shift.
