All mobile homes, which includes any portable or mobile structure or vehicle designed for occupancy as a dwelling for human occupancy or sleeping purposes, shall be located in planned development designed for mobile homes. Planned mobile home park developments will be permitted with a special use permit in the (S) suburban district in accordance with the following:

(1) Application. The application for a special use permit shall be accompanied with a proposed development plan for the mobile home planned development showing the proposed development in conformance to the minimum requirements established herein.

(2) Mobile Homes Planned Unit Development Standards. Every mobile home planned development shall comply with the following standards:

(a) Area. The minimum development area shall be two acres.

(b) Front Yard. The minimum front yard (buffer area) shall be 50 feet measured from the street line to individual trailer lot lines.

(c) Side Yard. The minimum side yard (buffer area) shall be 35 feet measured from the side property line of the development to individual trailer lot lines.

(d) Rear Yard. The minimum rear yard (buffer area) shall be 35 feet measured from the rear property line of the development to the individual trailer lot lines.

(e) Trailer Spacing. The minimum space between trailers within the development shall be 25 feet in all directions.

(f) Streets. All streets shall be hard-surfaced and not less than 25 feet in width.

(g) Utilities. Each lot shall be served with water and sanitary sewer utilities.

(h) Trailer Lot Area. The minimum lot area for an individual trailer or mobile home shall be 4,000 square feet.

(i) Lot Access. Each individual trailer or mobile home shall front on a hard surfaced road.

(j) Service Facilities. Facilities shall be provided for bathing, laundry, waste disposal, etc., as required by state or county regulations.

(3) Prohibited Locations. No mobile home or trailer shall be permitted in any other district as accessory buildings.

(4) Travel Trailers. A travel trailer, camping trailer, a pickup truck coach, auto camper, or motorized home belonging to a guest of the property owner may park and occupy for temporary lodging on the same lot but not for more than seven days in a one-month period, only after obtaining a special temporary permit and paying the city a fee of $1.00.

(5) Temporary Construction Office. A trailer or mobile home may be used as a temporary office incidental to the construction of a building development for the duration of the construction provided the trailer is located on the same lot as the construction project and only after obtaining a temporary special construction permit and paying the city a fee of $10.00.
