(1) Adoption. The most recent edition and any future editions of the Iowa Statewide Urban Design Standards and the Iowa Statewide Urban Standard Specifications manuals are hereby adopted as supplemental to the existing city code provisions for public improvements as described in this chapter. In the event of conflict between SUDAS and the city code, the city code shall prevail. After passage of the ordinance codified in this section, the most recent edition of the Design Standards and the Specifications manuals shall be used supplemental to the current public improvement standards of IGCC Titles 12, 13 and 16.

(2) Modification. From time to time the city of Ida Grove may develop new, add requirements, or modify these standards and construction specifications through resolution and ordinance.

Additionally, the city council of Ida Grove may grant variances of these standards as detailed in IGCC 16.20.010 and 16.20.020 and impose conditions that will secure substantially the objective of the standards or requirements so varied, or with good cause waive or suspend temporarily any portion of these standards with public notice and by resolution.

(3) Application. The Iowa Statewide Urban Design Standards and the Iowa Statewide Urban Standard Specifications manuals, in conjunction with city code provisions of IGCC Titles 12, 13 and 16, will be the requirements to design and construct public improvements within the city for the types of development described within this chapter. Furthermore, if no city code provision exists in IGCC Titles 12, 13 and 16 for these public improvements, the most recent edition and any future editions of the Iowa Statewide Urban Design Standards and the Iowa Statewide Urban Standard Specifications manuals shall act as the requirements. In the event of conflict between SUDAS and the city code, the city code shall prevail.

(4) Jurisdiction. The Iowa Statewide Urban Design Standards and the Iowa Statewide Urban Standard Specifications manuals are applicable to IGCC Titles 12, 13 and 16 for the design and development of all new subdivisions, or for redevelopment of existing areas of land exceeding $1,000,000 in expenditures, or public development of land exceeding $1,000,000 in expenditures unless otherwise specified elsewhere in the city code.
