Every owner, or his agent, of any tract or parcel of land lying within the city or within one mile of the corporate limits of the city who has, or shall hereafter, subdivide the land into three or more parts for the purpose of laying out a town or city or addition or lots, shall cause a plat of such subdivision in accordance with these regulations.
