Any recyclables located at the curbline, in transfer stations or in storage or transfer bins associated with commercial, municipal or institutional establishments are the property of the city.

It shall be a violation of this chapter for any person(s) to collect garbage or remove or cause to be collected or removed any recyclable materials unless collected by the city or a contractor hired by the city. Each collection in violation hereof shall constitute a separate and distinct offense punishable as outlined in IGCC 13.25.220. [Ord. 424-A § 2, 1992; Code 1975 § 3-4.0212.]
