The city hereby establishes a municipal utility and a mandatory program for collection of garbage and recyclables and a mandatory program for the separation of recyclable materials from municipal waste by occupants of one-family dwellings, two-family dwellings and other dwellings serviced by a curbside recycling collection route within the city limits of the city.

Occupants of dwelling units shall be responsible for the separation and preparation of recyclable materials from solid waste and their placement at curbside or at sites established by this chapter. [Ord. 424-A § 2, 1992; Code 1975 § 3-4.0201.]
