No person shall dump or deposit or permit the open dumping or depositing of any solid waste except rubble at any place other than a sanitary disposal project approved by the executive director of the State Department of Environmental Quality. [Ord. 424-A § 4, 1992; Code 1975 § 3-4.0105.]
