Strength and character of sanitary sewage and industrial wastes which may be discharged to the sewage works shall not exceed those contained in the city ordinance regulating sewer use. Where strength and character of wastes exceeding those established by the sewer use ordinance are discharged, or are proposed to be discharged to the public sewers and are deemed acceptable by the city, the city shall collect from said dischargers a surcharge in addition to the normal sewer user charge. Any surcharge so levied shall be computed by the superintendent commensurate with the additional cost of sewage treatment which may be incurred by the city as a result of the high strength or unusual character of the waste.
