Operators shall not obstruct with a railroad train or with standing railroad cars any street, alley, sidewalk or similar public crossing for any period greater than 10 minutes. This provision shall not apply to railroad trains stopped at stations to load and unload passengers, or to trains constantly in motion. [Code 1975 § 8-3.04.]
