Any person, firm or corporation who violates the provisions of this chapter or who hinders, obstructs or otherwise interferes with the agents or employees of the city while such agents or employees are carrying out the provisions of this chapter, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed $100.00.
