No moped or motorized bicycle shall be operated upon a street of the city without displaying a flag with an area of not less than six inches by nine inches of an orange color on a staff holder, which when installed upon said moped or motorized bicycle will cause said flag to be displayed not less than five and one-half feet nor more than seven and one-half feet above the surface of the street.
