No person, except physicians or other persons on emergency calls, shall park a vehicle on the following designated streets between the hours of 2:00 a.m. and 7:00 a.m. of any day during the winter months after one publication of a proclamation by the mayor giving notice that the “snow removal season” has commenced, and continuing until a date as designated by the mayor in said notice:
