No one shall stop, stand or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or traffic control device, so as to obstruct the free use of the street or alley in any of the following places:

(1) Crosswalk. On or within 35 feet of a crosswalk at an intersection.

(2) Center Parkway. On the center parkway or dividing area of any divided street.

(3) Mailboxes. Within nine feet on either side of a mailbox which is so placed and so equipped as to permit the depositing of mail from vehicles on the roadway.

(4) Sidewalks. On or across a sidewalk.

(5) Driveway. In front of a public or private driveway.

(6) Intersection. Within, or within five feet of an intersection of, any street or alley.

(7) Fire Hydrant. Within five feet of a fire hydrant.

(8) Stop Sign or Signal. Within 10 feet upon the approach to any flashing beacon, stop or yield sign, or traffic control signal located at the side of a roadway.

(9) Railroad Crossing. Within 50 feet of the nearest rail of a railroad crossing, except when parked parallel with such rail and not exhibiting a red light.

(10) Fire Station. Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of said entrance when properly signposted.

(11) Excavations. Alongside or opposite any vehicle stopped or parked at the edge or curb of a street.

(12) Double Parking. On the roadway side of any vehicle stopped or parked at the edge or curb of a street.

(13) Hazardous Locations. When, because of restricted visibility or when standing or parked vehicles would constitute a hazard to moving traffic, or when other traffic conditions require, the chief of police may cause curbings to be painted with a yellow color and erect no parking or standing signs.

(14) Theatres, Hotels and Auditoriums. A space of 50 feet is hereby reserved at the side of the street in front of any theatre, auditorium, hotel having more than 25 sleeping rooms, hospital, nursing home, taxi-cab stand, bus depot, church, or other building where large assemblages of people are being held, within which space, when clearly marked as such, no motor vehicle shall be left standing, parked or stopped except in taking on or discharging passengers or freight, and then only for such length of time as is necessary for such purpose.

(15) Public Alley. In any public alley within the limits of this city.

(16) Private Alley. In any private alley within the limits of this city in such a manner that ingress or egress of fire apparatus to or from such alley might be blocked.

(17) Iowa Highway Number 175. At any place on the traveled portion of Iowa primary road number 175 and within 10 feet of the traveled portion of Iowa primary road number 175.

(18) Second Street on the north side between Barnes Street and Fairlane Street within 30 feet of the traveled portion.

(19) On weekdays between the hours from 8:00 a.m. to 9:00 a.m. and 3:00 p.m. to 4:00 p.m. on the south side of Fifth Street between Barnes and Morningside Streets.

(20) The south side of Fifth Street from Barnes Street to Morningside Street, from 8:00 a.m. to 5:00 p.m., Monday through Friday, from August 15th through June 1st.

(21) The east side of Barnes Street adjacent to the Ida Grove recreation center, specifically from the north entrance to the parking lot that is south of the Ida Grove recreation center all the way north to the entrance way/alley just south of the Ida Grove swimming pool.

(22) The west side of Barnes Street west of the Ida Grove swimming pool area, specifically all of the area beginning at the entrance/alley that is just south of the Ida Grove swimming pool all the way north to Second Street, except that parking is allowed for up to 15 minutes at a time. After 15 minutes, the vehicle must be moved.

(23) Front Yards. Anywhere between the front of a house or other building and the street, except on a driveway. For the purpose of this subsection, a corner lot shall be considered to have two fronts, one facing each street. Grass or dirt areas are not considered as driveways. Driveways are defined as a paved area designated for the purpose of parking a motor vehicle. Rock or gravel driveways without a curb or with a curb cut are considered valid driveways if installed prior to the effective date of the ordinance codified in this subsection. Exceptions to this subsection are granted for the sole purpose of actively loading and unloading contents to/from a vehicle and building. The duration of such loading and unloading activity may not exceed four hours and is not permissible between the hours of 10:00 p.m. and 7:00 a.m. (overnight hours). Unless a curb has been cut, for the purpose of accessing a driveway, driving over a curb to park in the city right-of-way or front yard is prohibited. Parking a vehicle where a portion of the vehicle is in the street and a portion of the vehicle is in the city right-of-way or front yard is not permissible.

(24) Regulating Recreational Vehicle Parking. For the purpose of this section, a “recreational vehicle” is defined as a vehicle towed or self-propelled on its own chassis or attached to the chassis of another vehicle, or used for temporary dwelling, recreational or sporting purposes. Such vehicles include but are not limited to travel trailers, campers, camping trailers, motor coach homes, personal watercraft, boats, snowmobiles, converted trucks and buses, recreational vehicles converted to mobile business vehicles, golf carts, ATVs and other recreation-based vehicles.

Recreational vehicles shall not be parked within a front yard of a residentially zoned area, except in the driveway portion. Grass or dirt areas are not considered driveways. Driveways are defined as a paved area designated for the purpose of parking a motor vehicle and must follow specifications set forth in the city of Ida Grove’s code. Recreational vehicles are prohibited from being parked in the city right-of-way at any time or from blocking a sidewalk. Recreational vehicles shall not be parked on a city street at any time except for the purposes of loading and unloading, not to exceed 24 hours.
